The Opportunity
An exciting opportunity has opened up for an experienced Programme Cost Control Manager to assist the Programme Controls and Integration Manager in setting up the Programme Cost Control and Management function. Collaborate with the Programme Management Team and Delivery Partners' Cost and Finance teams to ensure accurate reporting of actual costs and in-year forecasts, in line with the organisation’s financial periods.
Support overall programme budget reporting and forward financial planning in alignment with the annual budgeting cycle.
The Role
As a Programme Cost Control Manager, you will be responsible for supporting overall programme budget reporting and forward financial planning in alignment with the annual budgeting cycle.
This is a Contract role and has been deemed inside IR35
Location: Glasgow
Your duties and responsibilities will be

  • Take full ownership of the Programme Cost Management function and the associated Cost Management Plan, as part of the overarching Programme Management Plan.
  • Establish and maintain an integrated cost management capability across the programme, ensuring robust control of cost data. Collaborate closely with the Programme Management Team, Programme Control Team, and Delivery Partners to collect and validate cost information to support accurate and timely financial reporting.
  • Lead the implementation of an Earned Value Management (EVM) approach across the programme and ensure seamless integration of EVM data into overall programme-level reporting.
  • Drive the development of cost control performance metrics to be used in routine programme performance reports.
  • Provide reliable financial forecasts for the project across both the financial year and the full project lifecycle.
  • Work in partnership with Programme Planning teams to ensure financial forecasts are well-informed, realistic, and aligned to the broader programme schedule.
  • Monitor and review programme costs and forecasts to ensure continued affordability and alignment with overall financial targets.
  • Ensure timely preparation and delivery of cost reporting outputs for scheduled financial reviews, feeding into internal financial systems as required. Deliver meaningful insights and analysis of monthly, quarterly, and annual cost performance.
  • Track the financial impact of programme changes and participate in change control meetings to provide cost-related input and oversight.
  • Conduct in-depth analysis where there are variances between forecasted and actual costs, clearly articulating the root causes and providing recommendations for corrective actions.
  • As the lead for the programme’s cost management function, design and implement processes and tools to enable consistent, high-quality reporting and monitoring of financial data, aligned with programme objectives.
  • Support the Programme Controls and Integration Manager in developing organisational cost control capabilities, including effective governance structures.
  • Analyse cost performance data and support root cause analysis, offering recommendations to improve outcomes.
  • Foster collaboration and transparent communication across all involved parties, including internal stakeholders and external partners. Conduct quality assurance checks to ensure adherence to best practices.
  • Engage with other organisations to share lessons learned and adopt industry best practices in cost management.
  • Through matrix management, lead the Cost Control function of the programme, ensuring consistent practices in data collection, analysis, and reporting across all components, with outputs tailored to meet organisational financial management needs.
  • Undertake additional responsibilities as requested or agreed with the Programme Controls and Integration Manager.
    You will have the following qualifications & experience
  • A minimum of five years’ experience in a senior role leading teams and managing cost control within large-scale programmes.
  • Proven track record in generating and presenting comprehensive programme reports to senior leadership.
  • A proactive approach with the ability to work independently, solve complex problems, and identify opportunities for continuous improvement.
  • Strong expertise in establishing and operating cost management functions, including hands-on experience with Earned Value Management (EVM) techniques and reviewing third-party data inputs.
  • Demonstrated experience in cost control within major programmes or projects, including integration across multiple delivery streams.
  • Comprehensive understanding of the full project and programme lifecycle, from initiation through to completion.
  • Working knowledge of project controls disciplines, including planning, scheduling, and progress tracking.
  • Sound understanding of risk and opportunity management in relation to scheduling and programme delivery.
  • Familiarity with delay and change analysis methods, and the ability to interpret and communicate impacts clearly.
