We are currently looking for an IT Commercial & Contracts Specialist to join our Delivery function within the Digital & Technology group.

This is a full-time opportunity, on a permanent basis. The role will be based in 7-8 Wellington Place, Leeds, LS1 4AP. Please be aware that this role can only be worked in the UK and not overseas. We are open to requests for flexible working. Please discuss this with the recruiting manager before accepting an appointment.

We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

The Digital and Technology Group (D&T) lies at the heart of the Agency and is responsible for delivering an optimised IT infrastructure and maximising the secure use of data to enable our scientists, inspectors, and the rest of the organisation to deliver world class services which can improve outcomes for patients and the general public. The Group was essential in the race to approve COVID-19 vaccines in 2020 and in supporting the UK to set up its own medicines and devices approvals systems following our exit from the EU. The DTG IT Commercial team sits within the Delivery function. The team work closely and collaboratively with stakeholders and the wider Agency Commercial Team to deliver and proactively manage commercial arrangements for Digital and Technology Group IT products and services; ensuring compliance with Government procurement rules and regulations, make appropriate use of Government frameworks and Government framework contracts, and where permitted, negotiate commercially favourable terms.

We work collaboratively with the wider Agency Finance team in managing DTG's related purchase orders, supplier invoices and related purchase to pay process as well as track and review IT products license compliance in the estate.

Description

The IT Commercial and Contract Specialist role within the Digital and Technology Group (DTG) represents commercial services for IT related contracts provided to the Agency. The post holder will be responsible for working with the Agency wide commercial team to deliver value for money; putting commercial arrangements in place for IT Products and Services in line with best practice whilst ensuring that all commercial vehicles comply with procurement policy and legislation. The post holder will also participate in embedding successful contract management practices into DTG Teams and support the Head of Technology and Service Management in these activities.

The post holder will report progress and prepare commercial updates including any value for money savings achieved and will have experience of working in a multi supplier environment, negotiating with IT suppliers and analysing IT cost models to deliver end to end solutions. You will have experience of building and maintaining effective relationships with own team/group, business community, key stakeholders and suppliers.

Responsibility for monitoring and managing the procurement of project related IT Contracts on behalf of DTG; to ensure compliance, value for money and maximum return on investment.
Work collaboratively with the wider Agency Commercial Team and Project stakeholders on procurement of products and services, reviewing and contributing to commercial and procurement artefacts such as RFI's, RFP's and PQQ's.
DTG IT Commercial advisor to project teams ensuring that Statement of Requirements, Milestones and Outcomes are clearly defined, relevant and reflect project and business needs.
Ensure risks are identified, managed, and escalated where necessary throughout the commercial lifecycle.
Responsibility for ensuring contract changes are conformed accordingly and in a timely manner.
Drive key commercial and contract management activities and as a commercial SME, deliver successful outcomes.
Drive and promote contracts management capability within DTG Delivery community to ensure good contracts management practice (as defined by DHSC and Agency contract management handbooks) is developed and understood.
Collaborate with team peers and the Head of IT Service and Commercial Management on complex procurements and review commercial and procurement artefacts to drive continuous improvements.If you would like to find out more about this fantastic opportunity, please click here for further details

Profile

A degree or post-graduate qualification in a computing discipline or business administration, and/or substantial equivalent experience within an IT Service and Commercial Management role.
Demonstration of good understanding of new Procurement Act 2023 and willing to work towards completing certification within 3 months of employment.
Excellent knowledge and significant experience of Pre-Market, Sourcing and Post-Contract activities with ability to interpret, challenge and advise on contractual terms and conditions.
Excellent understanding of Government procurement frameworks and routes to market to be able to give guidance to buyers and drive through various procurements whilst ensuring compliance with all relevant regulations.
Proven experience of being service focused, serving customers and putting their needs at the heart of everything you do. Knowledge of how and when to use resources so that services and information are genuinely user centred. Job Offer
